The Montgomery County Planning Department is responsible for the administration and enforcement of the Montgomery County Zoning Ordinance, Montgomery County Subdivision Ordinance, RV Resort Ordinance, Twin Harbor Campground Ordinance, and the Montgomery County Solid Waste Ordinance. The Planning Department also serves as the Watershed Administrator and Flood Prevention Administrator. 

Zoning permits are required prior to the construction of any structure or commencement of any use of an existing building or land. Montgomery County enforces its zoning ordinance only in the unincorporated areas of the County. Star, Biscoe, Candor, Troy, and Mt. Gilead all administer their own zoning programs. 

The Planning Director typically holds regular office hours from 8 a.m. until 5 p.m. Monday through Friday.  It is generally recommended to call the Central Permitting office to confirm the administrator will be in the office.
